Hi, only just speak to him, people may not realise how loud they are, especialy a flat above and laminate. It is very piercing.

he might not realise you can hear him, he might be the nicest bloke going. just knock on his door offer a smile and tell him he's driving you silly. you never know you might get a sorry and a box of chocs.

it sounds close to he doesn't have any underlie under his laminate flooring the best point to do is stay calm and try and have a chat to him about it he probably have no idea once you start a confrontation who can be the loudest etc. etc. it won't completion until somebody leaves nobody ever wins an arguement apt luck you might make a friend you never know
Do not stoup to his plane, complain to your landlord and to the police.Perhaps you enjoy neighbors that have impossible to tell apart problem you do with this guy, go and get with them and engineer it a group complaint.

I hate laminate floors. They should be disqualified in adjectives flats and in deeply of leases, you will find that they are.
If you rent from a council or housing association, variety your complaints known to them. I do know that some councils will not allow wooden floors within flats for this reason.
If you are buying your flat, check your lease agreement, in attendance may be a clause that laminate floors are not allowed.
Contact the council environmental form department for advice. Keep a diary so you enjoy something to show them.
The people who put within these awful floors never put the insulation down because it is expensive and they never see it.
