Does unproperly sealed meat make a bad smell in the freezer?

I am going to assume that this is the freezer in a refrigerator. If your freezer is working properly and the meat is frozen it should not be giving off any odor.
Check the food in the fresh food section. There may be something going bad in there. Check under and behind the crispers for an orange or lemon or other item that may have gotten pushed out of the crisper and has been there for a while. Something may have spilled and just laying under the crisper going bad.
Both the freezer and fresh food compartments are connected as the cooling is done in the freezer and the cold air is circulated throughout the entire refrigerator. Many times the odor is not detected in the fresh food compartment because the door is opened many times during the day in a normal household but the freezer door is not opened very often trapping the odor.

To start with, it's possible the meat was already bad before you put it in the freezer. Once in a while, meat sold at the store is bad. Grocery stores are pretty quick to exchange bad meat for old or give your money back if not satisfied.
I would take everything out of your freezer and wash the freezer really good. Check all food items to see if anything has gone bad. Do the sniff test...and touch test to see if anything has thawed. Is your freezer getting proper air circulation... or is it cut off by too much in the freezer or the air vent
is blocked? Check to see if the freezer is set at the proper level.
Make it as cold as you can.
Put your frozen items close together in some paper bags or/and throw some towels over to keep them frozen while cleaning.
Also I prefer to put another seal/wrap/bag of some kind around meat from the grocery that is only covered with the clear plastic. That way any minute hole/s or loose wrapping could be elimated, prevent freezer burn, plus help stop any blood leakage.
Also you could put an open box of baking soda in your freezer (after it has been cleaned and food checked) to absorb odors.
