First of get rid of all the dirt, keep the place neat dry and tidy. They like swampy places or stagnant water.

easy question for me this is , as this is my profession, the easier way is to get rid of the standing water, if this is not possible cover the water completely with oil any kind will do , gently pour this until the surface is covered the bugs can no longer breed. and problem solve until it rains or the water is moved.
The best thing would be to cover the health hazard up. I know this is not always possible, so, make sure you keep the grass and weeds mowed around this area. Use plants that soak up a lot of water. Flags are great in wet areas. Ask your local nursery what types of grey water plants grow good in your area.

Well, as mosquitoes like to breed in standing water, cover the surface with oil. The larvae live just below the water surface and send little breathing tubes to the surface to get air. If you cover it with oil, they smother. Also if purple martins (a type of bird) live in your area, put up a purple martin house. Those birds eat a ton of mosquitoes each day. But if you can at all drain the sewage, please do so. Doesn't it smell??
You should call your local mosquito-vector control. They can tell you how to reduce the mosquitos and might even help you do it. There are things you can do to kill the eggs that are growing in your icky water and they can tell you the easiest SAFEST way to do that.

Get rid of standing water/cover up the health hazard. That's a good one. Coat the surface of standing water with oil...that works, too. Take garlic. Not the supplements. Those only work for cholesterol and do nothing for anything else. If you want the natural repellant effect, you have to eat a clove RAW. Cooking and processing breaks down the effective chemical called allicin. Cut up 1 clove into pill sized chunks, swallow and chase with water.
Get a bug zapper and special lights that don't attract bugs.

you need to make sure that you don't have any standing water around your house and if you do then you need to get rid of it. If you can get rid of the water you need to put a hand full of salt in to the water!
If mosquitoes are breeding in that water, it's probably good enough to keep mosquito-eating fish in it. Get some gambusias or similar fishes and see if they breed there; if they do, your problem is solved.

You can try cleaning your sewage drain with disinfectant water
Home Depot sells spray for your yard that you hook up to your hose. It gets rid of them for 6-8 weeks.
They may be coming from the sewage drain, but there are probably a lot more in your yard than you realize.
