Buy yourself good earplugs to wear while you sleep. Then if the neighbors still bother you, I think you have a legitimate claim to take to the landlord. You don't need to write a letter, and have the exact way you say it in writing, unless your telephone calls to the landlord do not produce results. Keep your cool and realize that the landlord is not happy to have these disagreements on his lap, even though they are his responsibility. Every tenant is entitled to "quiet enjoyment" of the premises he rents.
Do NOT play dirty tricks with the heat and other physical comforts; it would only get you in trouble you do not deserve.

You could move or you could ask them to stop
tell bot nieghbours to take there dog with them and the kids to stop yelling
you should move or go to the office and tell them your problem...and probably they'll make them move out.

Try some earplugs...if they don't help, leave the radio on at the highest setting at nite when they're supposed 2 sleep and you're at work, give 'em a taste of their own medicine. call the police to report noise disturbances. even though it is during the day time, there is some amount of noise restrictions, especially with the yelling and the dogs. and after they get slapped with a fine a few times, they'll stop.
i work nights so try to talk and explain your situation if this fails, try a little bit of revenge when you get home, like slam a door or two, put on a film with lots of explosions after a couple of weeks your neighbours will have learnt (don't mess with me)...
