My new neighbour has 10 dogs, 3 adults & 2 children living in a 2 bedroom property?
The 10 dogs R all small yappy things & the garden often stinks 2 high heaven!
I'm not opposed 2 dogs have 1 myself can any1 tell me is there a law regarding the amount of dogs U can own.
Answers:
There isnt a aw against how many you can own, but there is a law about how many in a small living area and cleanliness of the home, especially with children. I would contact your local humane society or law enforcement to find out what you do about unhealthy and unsanitary living.

I would think, even with no dogs ... 3 adults and 2 children is too much for 2 BR's
Contact your local council. I think you are allowed to keep 2 dogs, maybe 3 with special permission.
Sounds like you won't be sending over Welcome Wagon. Any law concerning the number of the doge are allowed to keep would be a local ordnance. I would think after 3 or 4, they would have to apply for a kennel licenses, which, in a neighborhood, they would never get. I would contact the local Humane society if you do not have an Animal control department in your city/town. They would know the laws in your area and the procurers to get your neighbors in compliance.
BTW, do so anomalously. After all, when its all said and done, you have to live w/them. Gong to be tough to do if you are the one forced to make them choose which one of their "Kids" to get rid of.
In my community there are codes dictating how many animals you can keep based on the size of the property on which you are living. For example, I'm on almost an acre and can have 3 dogs, but my neighbor who is on 7 acres can have 5 animals. So check with your code enforcement department to determine what the limits are for your area. Further, you can contact animal control to make a noise complaint. Some cities will allow you to do that anonymously, others you must provide your address. Finally, you can contact your public health department. With 10 dogs living in a home with 2 children, they may be concerned with the health and safety of the children, particularly if the owners cannot prove vaccination and licensing.
