Does anyone know of a law which states that people have the right to HOT running water?

I currently live in a council house (Leeds South Homes) but due to the fact that they refuse - on the grounds that I am disabled and therefore exempt - to replace my ancient and broken heating system my children and I do have running water, but NOT hot - put it this way there is only just enough hot water to have a shallow, only just warm bath! I want to write to the council and I want to prove to them that I have the right by quoting something legal!

First we would need a bit more clarification of your situation. Do you own or rent, what country are you in, are you in a rural area or a metropolis.
Here in NYC landlords are required to provide hot water at a minimum of 125 degrees Fahrenheit. This applies to renters only. if you own your own home there is no law that states what you have to provide to yourself.

WAP, or Weatherization Assistance Program would be one such program and can not only help with the hot water but with your heating and cooling also. Its focus is on Energy Efficiency, so as a additional benefit you could see your overall Energy bills reduced by 30-45%.
