How do I open a 3 digit steel lockbox that I don't have combo to?

Perhaps a locksmith could help. Or you might try contacting the manufacturer to see if there is a code on the lock that might give a clue. Worst case: crowbar.

Crowbar. Or some time... 3 digits is only 1000 possible combinations... 000 to 999, so eventually you'll find it.
Also, you could try a locksmith. I believe they can pick those locks without too much trouble.

turn the dial a few turns to the right, stop on Zero. while holding the lock in one hand, lift up slightly, use your other hand an turn the dial to the Right,very slowly as you turn the dial you will feel a slight drag . Note at which number the drag began and stop. Very slowly turn the dial to the Left until you feel the drag again and note the number. Now very slowly put slight down pressure on the lock and turn to the right until the lock drops open. If lock doesn't open try again adjusting your pressures. The 3rd time is the winner.
