How can I determine if my landlord is in the wrong in this situation? (CA)?
I think we should be ok because we found new tenants to move in (who he had sign a new lease).... what is the law regarding the utilities that we didn't pay for that he never questioned? is it a two way street (he pays up pg&e we pay him water/trash) or are we ok because he can't meter the specific amount back to our unit?

You might want to check with your local housing authority for laws regarding your area, but in most cases, as long as you paid for the 30 days after you gave notice, it doesn't matter when you actually moved out. If you didn't pay it, you may be responsible for breaking the lease and you may owe something - whatever your lease states or the amount you would have owed in most cases.
It sounds to me like he's trying to rip you off. If you paid the 30 days, then he isn't out any money by you leaving a few days early and, typically, a thirty day notice is notice that you will be gone within a maximum of thirty days, not that you will leave exactly on the 30th day.
Check with an expert on this one before you get ripped off.

Contact your state's Attorney General office. They can answer all of your questions for free.
Take him to court. If the lease says he pays PG&E, whatever that is, he should pay it. No if ands or buts. If you stayed in the apartment for 15 days without paying rent, you need to pay a prorated rent.
