Harold H gave you the approx correct answer in gallons; however, your water bill probably is based on so much per 100 cu ft, not gallons. Your pool (if it's 15' in dia & 4' deep) is actually 5290 gal or 707 cu ft (that is 7.07 x 100 cu ft). So whatever the water company charges for 100 cu ft, multiply by about 7. You'll probably also have to pay a sewer bill based on this same amount & it'll have another rate that you'll multiply by 7.

If the actual wall height is 4 feet, the approximate water depth will only be 3.5 feet because you should not fill it up to the very top.
