Just the police, they are most likely the right people.
Um, make sure he doesn't have permission, many local fire departments are happy to come out and fill your pool for a donation.
But if he's breaking the law, call the fire department, that's their turf.

I don't know why you would want to do that. There normally is stagnant water in those lines. Sits in there all year.
