Does anyone know a fluent process to receive rid of voles? That doesn't involve a cat, an owl, or a coyote?
She doesn't want to buy a cat and doesn't want to use chemicals. Any suggestions?

I do get some voles within my yard and I use the rat bait to take out them. I put the bait into a coffee can with a in safe hands lid, cut a small hole in the lid and later lay it out for those nasty voles to holiday upon. It is safe to use this method around animals since the lid are secure.
