A common method is to split the cost of the fence that shares the property lines, you pay the full share for the back. Unfortunately that's not always the case. If you neighbor isn't at all willing to put in a fence, consider putting the fence inside your property line, not bordering it. And if you don't have a dog, you could put in an ornamental fencing for eye appeal, rather than a privacy, containment type of fence.
As for landscaping, you should be able to plant/design whatever you want. If you're looking for balance, you might approach your neighbor and do some things together.
We lived in a duplex situation and our neighbors were our best friends prior to either of us sharing that space. It was great - we split the mowing duties, house-sitting, etc.. But we did have our own type of flower beds, etc.. Individual but together...

If the unit is part of a complex of units, than most likely there is an association that runs everything. That being the case, usually there are strick guidelines to what you can do with the outside of the home.
If the unit is freestanding and not under an association than I'm not sure.
