A small child can drown in two inches of water, although a wading pool is not considered a swimming pool and are usually emptied after each use. The inflatibles being sold now can easily be 30" deep and are not usually emptied each day after being used. Therefore they fit the definition of a swimming pool.
In either case, I wouldn't want to share the grief of a child, or anyone else, drowning in my pool ... not to mention the inevitable lawsuit. I would take the precaution of fencing the pool off.
