No way. What if the sewage company have to go in there to do maintenance and you are doing something in the backyard?
Or: your kids manage to open it up and accidently fall in?

I agree with the previous poster that you may not wish to deal with the city needing access - again, the fact that there are two should be an indicator that something "important" is going on down there where access may be needed.

there is a sewer manhole across the street from my home and I've never seen the city ever have to come out to do anything to it.
If you have trees in the backyard near a sewer manhole, its been known to have trouble with tree roots.
It's not a big deal provided you make sure that they are included in the survey report. Don't go cheapjack - have a full survey done at YOUR expense (not at the expense of the building society or loan company).
