I found a wooden plague with the words weater meter & hanging on it is pitcher with a long spout. What is it?

I guess you meant plaque. Anyway, sounds like a play on a rain meter. However many inches of rain in it, that's how much rain we got. I can't really tell without looking at it. Kind of like, if its wet, it's raining, if its moving, it's windy, if it's white, it's snowing...etc. ????? Otherwise, I have no idea. LOL...grammaluvsu
