I know The Sweeney!! Sorry!!!

If they're not agressive, leave them be. I lived for many years with bees under my lawn. I left them alone and they left me alone.

If you're in the UK then you're not allowed to do anything as they are protected.
But if you have children that use your garden regularly then your council will come and get rid of them for for for a fee.
Tell them to go away and if they refuse go phsycho and they'll get scared of you and bolt it lol
ASSUMING YOU ARE IN THE UK - YOU CAN'T
both Bumble bees and masonry bees (both of which live in the soil) are protected species. they are both harmless and beeficial.
best to leave them where they are
Call a pest control. If a child stepped on that nest they could kill the child.
Call a Bee Keeper if they are honey bees. They would love to have them. Other wise, NUKE 'EM!
bees die in the winter other wise catch the queen the rest will follow
pest control companys could deal with that
