Why hasn't my nashi pear flowered?

My 3 year old double graft nashi pear flowered and fruited the first year. I gave it a neutral pruning and it hasn't had a flower for the end two years. I can see the fruiting spurs but it won't flower.
Does anyone know why?

Normally, Asian pears are trained vase-shape in California. This is roughly accomplished by heading nursery trees around 25 to 30 inches high at time of planting and select 3 or 4 main limb the first year and heading these new limb about 50% departing 12 to 24 inches of growth depending on the length of the growth the first year. This will provide 6 to fairly low lesser limbs that are head 30 to 36 inches long in the second dormant season. After fruit production starts (the third season), limb are allowed to elongate about 18 inches per year and consequently they are headed to the dormant season. If trees are growing excessively afterwards pruning should be reduced to encourage fruit spur nouns.
