Why Are toliet paper tubes so much bigger than the holders shaft?

I understand that it needs to move, but why so much? The shaft seems to be only 1/4 of the size of the cardboard tube? Any Ideas?

so that the toilet paper flows out easily. if it was tighter, i think the toilet paper would rip before you got enough. so you would have to keep going back a few times til you got enough :)
