Twice a year. Your container is pretty small, so you need just a few plants. A dwarf papyrus, water lily, or water irises. Not too many of anything.
And just a few fish - 4 at the most. Find a good balance. Too much of either will cause problems.
Barley pellets as needed.
And don't clean it during harsh weather - fish adjust to the water temperature...
