toilet ot just toilet bowl?
it will suck and absorb all the wetness, but not the water inside the toilet bowl.
those dehumidifier should have a function to stop automatically when the bucket of water is full, isn't it?
Do you want to empty your toilet bowl?

If so, turn off the water to the toilet. Dip out the water you can with a cup. Whatever is left will not run out the bottom of the toilet if you are removing the toilet bowl. Just be sure to keep it upright. Then empty the rest outside. You could use a sponge to get the last bit of water you can't dip out.
