Yes there is such a thing--I saw it advertised in the past month on TV but don't know what channel as I was at a friend's house who has satellite and I never get the controls.

It works on the idea of evaporating the water by blowing air through it thus cooling the air. Back in the old days when I was a kid my parents used to cool the engine of the car by hanging a canvas bag of water in front of the car grill where the air from the fan would evaporate it and cool the engine.
