Its the "grade" or quality, heftiness, strength, type of the metal used to form the silverware.

This is the ratio of nickel to chrome. The chrome adds sheen and corrosion resistance, and the nickel adds tensile strength. You always want to buy flatware that is at least 18/8, which is the standard for 'stainless' steel (ie. steel that will not pit or discolor) in the US. In Europe, 18/10 is the standard. The extra two microns don't change the corrosion resistance, but they do give the flatware a different reflective value.
