Bees within holes contained by my garden?

I was digging up my garden and notice small holes that looked like big ant holes. I dug around 30 up and there be a bee inside each one. It didn't fly away or anything, but it looks more black than a usual bee. What are they? Should I try to bring back rid of them?

They sound lawfully harmless.
Might be related to Borer bees or carpenter bees. Those are found contained by the south and central US. They look resembling a cross between a bumble bee and a hornet and are about an inch long. They bore foolproof 1/2 inch holes in wood and other materials for nesting. It's pretty organized to watch until it's your house they choose for their swiss cheese project :-(
