Could Condominium Cave within? Strength of Floor?

Hi I'm not sure if this is the correct forum but I have nonspecific question around the safety of the building I live surrounded by. It is a 3 floor garden style condo, (a twelve unit building). The floor joist actually consider 8 3/4 inches which aren't even 2 by 10's. They are spaced 16 in apart and span in the order of 12 feet. It also have some sort of concrete subflooring.
The reason why I am concerned is here is a lot of bounce to the floor, and I hear a great deal of cracking sounds and can feel the ceiling bounce somewhat when my upstairs neighbor walks. . Also I enjoy a TV together with a stand that weigh 350lbs placed on the center of the joists.
The building be built in 1985 and Has no wood rot or anything, but after reading the posts more or less bounce and deflection being signs of failing floors I become a bit concerned.
I would appreciate any oppinions

Answers:    Probably 2x8's. They can span about 13' per code for residential use. Waterbed would be a problem, but TV shouldn't exact any problems. You might want to check if the tenant above has anything big like a waterbed. Allowable deflection is 1/360 of the span. So 12' span can deflect for a time more than 3/8" at center of span, and still meet code. Have a professional contractor or town inspector evaluate your concerns to be sure.
