What contained by the world could this be?

What kind of insect is this?
It looks very similar to the person in charge of a dandelion flower--you know, the flowers that you blow to make a wish :-). Its body is circular, close to a thin, transparent ball of cotton beside silky fibers or a circular spider's web. I see these bugs floating through the air as I drive. These are specifically bugs, not parts of the flower blown off, as you can see their legs and other body parts if you catch them.

FYI: It's NOT a newborn spider that is attempting to "parachute" away, like some others own suggested to me before.

Answers:    I think it's a woolly aphid.
It floats down from trees.
But it would be easier to give an account if I knew where you lived.
