What mode of insect is this?

It looks very similar to the head of a dandelion. Its body is circular, approaching a thin, transparent ball of cotton or a circular spider's net. I see these bugs floating through the air. These are definitely bugs, as you can see their legs and other body parts if you shut in them.

What, oh what, are these creatures?

Answers:    baby spiders will get from place to place using a small thread of silk, as a "balloon", to confine the wind.
