I am building a deck along one side of my circular, above ground pool. In order to alteration the liner if needed, the caps on the rim would have need of to be removed. This leads me to come up with the deck should be built so it butts up against the side of the rim. But, the problem with i.e., the rim is really rounded on top and I wouldn't have flush, stratum access into my pool. And Im worried about my kids standing on the rim of the pool when jump in. How should the deck be built next to these circumstances?

Us and the neighbors have our deck resting on the rail. It prevents exactly what you are conversation about, someone stepping, standing or sitting on the top railing which could damage the pool sides.
