Why cannot garden hedge contained by England be over 6 ft high-ranking?

However because of inconsiderate neighbours who plant unsuitable (Leylandii) hedges which grow to height of 20 feet or so to block out their neighbours - depriving them of sunlight etc - artificial parties can insist on have the hedge reduced to a believable level via the intervention of the local authority. The relevant legislation is Part VIII of the Anti-Social Behaviour Act 2003.
I live on a park home site where on earth hedges are restricted to 6ft inside so many foot of the buildings.,not aware of restrictions ellsewhere.This is because of fire regulations. English hedges capably over 6ft are common, esp .leylandi cypress which block out the bedside light for many ancestors.Fir trees have lofty resin content making them flammable.
