just do your best to hose away the residing silt off of the leaves. your green beans are most plausible not fixable.
also try to dig out around the tomato plants so that the trunk/stalk is not submerged surrounded by soil, only the roots.
nearby probably is a lot of nutrient-rich silt adjectives around your garden now!
Yes four hours isn't long adequate to kill tomato and capsicum. or much else. If your beans are young at heart plants they should recover too. I'd without a doubt wash bad as much mud as you can. Preferably with a sprinkler which will do it thoughtfully.
